RON95 and the Budi95 subsidy

RON95 is by far the most widely used petrol in Malaysia — the grade the vast majority of cars on the road are designed to run on. Under the Budi95 programme, the government moved from a blanket fuel subsidy to a targeted one. Eligible Malaysian vehicle owners pay a fixed subsidised price of RM1.99 per litre up to a monthly quota; any litres beyond that quota are charged at the unsubsidised market price. The price card above shows both rates so you can see exactly what you'll pay.

How the monthly quota works

The subsidy is tied to your registered vehicle, with a monthly quota measured in litres. For a typical car this quota comfortably covers normal daily and weekend driving, so most drivers will only ever pay the RM1.99 rate. Heavy drivers — long commuters, e-hailing drivers, or households running a single car hard — are the ones most likely to exhaust their quota and tip into the higher market price for the rest of the month. Tracking your fill-ups is the simplest way to know where you stand.

Subsidised price vs market price

The RM1.99 Budi95 rate is fixed and predictable. The market price — what you pay above quota, and what non-eligible vehicles pay — floats with global oil prices and is reviewed weekly, just like RON97 and diesel. The gap between the two is effectively your subsidy saving per litre. On a 40-litre fill-up that difference adds up quickly, which is why it's worth knowing whether you're still inside your quota before a long trip.

Is RON95 right for your car?

For the overwhelming majority of vehicles sold in Malaysia, RON95 is exactly the fuel the manufacturer specifies, and there is no performance benefit to paying more for RON97. The exceptions are high-compression, turbocharged or continental engines that specifically call for a higher octane — check the inside of your fuel flap or your owner's manual. If RON95 is recommended for your car, the cheaper fuel is also the correct one.
